Biography

Bret A. Dublinske is the chair of our Energy, Communications and Utilities section. He has represented traditional power providers, wind energy producers, industrial electric customers, pipeline companies, competitive local exchange carriers, wireless service providers, cable companies, VoIP providers, internet service providers, communications backbone and wholesale services providers, telecommunications equipment providers, and other regulated and deregulated entities before state utilities commissions, state and federal courts, and state and local boards, commissions and councils, as well providing assistance with transactions, consumer issues, government relations, and strategic counsel. Mr. Dublinske also works with software licensing issues and general federal civil litigation and appeals. He has numerous published court decisions before the Iowa Supreme Court, the U.S. District Court for the Southern District of Iowa, the U.S. District Court for Nebraska, and the U.S. Court of Appeals for the Eighth Circuit.

Mr. Dublinske has been involved in many novel utilities issues, including winning a case preempting certain Iowa pipeline regulations, helping obtain the first Iowa certification for a Voice-over-DSL service, and the first Iowa certification for a cable VoIP service.

Mr. Dublinske is a 1994 graduate of the University of Iowa College of Law, where he received a J.D. with High Distinction. His experience includes serving as a law clerk to the Honorable Harold Vietor, United States District Court. Prior to law school, Mr. Dublinske completed a dual-degree program with a B.S. in Economics and a B.A. in Political Science from Iowa State University, where he initially majored in Nuclear Engineering before switching to the policy and economics side, and worked for the Iowa Secretary of State.

He is a past Board member of the Technology Association of Iowa, and a frequent speaker and panel moderator on technology issues, and federal litigation practice. Mr. Dublinske is a member of the Iowa State Bar Association’s Federal Practice Committee and the Federal Communications Bar Association. He was named the Best Lawyers’ 2013 Des Moines Communications “Lawyer of the Year” and has been listed in Best Lawyers in America in Communications Law for several consecutive years and has previously been listed in Energy Law. Mr. Dublinske is AV Preeminent rated by Martindale-Hubbell, and he was selected as a “2013 Top Rated Lawyer” in Energy, Environmental and Natural Resources Law based on his rating. He has also been included on the Great Plains Super Lawyers® list.

Mr. Dublinske is licensed to practice in Iowa, the U.S. District Courts for the Northern and Southern Districts of Iowa, and the U.S. Court of Appeals Eighth Circuit. He has also been admitted pro hac vice to represent clients before courts and administrative agencies in Arkansas, Illinois, Kansas, Missouri, Nebraska, South Dakota, and the District of Columbia.
