Victoria S. Byerly

Biography

Victoria S. Byerly is an experienced public finance and tax attorney. She is a 103 lawyer. Ms. Byerly represents state and local governments, as well as public authorities, with structuring transactions, post issuance tax compliance issues, arbitrage, private use, reissuance, audit defense, affordable housing finance, and new market tax credits. She is also an Adjunct Professor of Law at Seattle University School of Law where she teaches accounting and finance. Ms. Byerly is also experienced in representing businesses as general business and tax counsel.

Her extensive transactional experience includes working as co-counsel for the City of Seattle Solid Waste and Revenue Refunding Bonds and City of Seattle Drainage and Wastewater Improvement Refunding and Revenue Bonds. Other examples include a Chehalis Centralia Airport Bond, Lewis County Public Facilities District, and legislative drafting. Ms. Byerly serves on the Tax Committee for the National Association of Bond Lawyers and contributed to written materials for the 37^th Annual Bond Attorneys’ Workshop.

Ms. Byerly has received commendation from the Washington State Bar Association for Pro Bono work in 2010 and 2011 for her work with the Federal Tax Clinic at the University of Washington School of Law where she supervised law students. She has served as King County Superior Court Judge Richard Eadie’s Judicial Extern and is a Fellow of the 2014 Washington Leadership Institute, which supports minority and underrepresented attorneys in Washington State.

Being a part of the community is important to Ms. Byerly. As a result, she is on the Administrative Committee of Twin Star Credit Union, enjoys volunteering for the Tax Clinic at the University of Washington School of Law, and is a member of South Puget Sound Community College’s Foundation.

Ms. Byerly graduated from the University of Oregon School of Law where she was Research Assistant to B.A. Kliks Professor, Nancy Shurtz. She earned her LL.M. in Taxation from the University of Washington School of Law and received a B.A. from the University of Oregon in Political Science. She is a member of the Government Lawyers’ Bar Association and Washington Public Treasurer’s Association. Ms. Byerly is admitted to practice in Washington State, before the Internal Revenue Service, and the U.S. Tax Court.
