Biography

Edward C. Coaxum, Jr. has extensive experience in business, finance, public law, commercial and residential real estate as well as community development. Mr. Coaxum creatively crafts some of the most difficult financing structures, having closed complex transactions aggregating hundreds of millions of dollars.

Mr. Coaxum has served as bond, underwriter’s, issuer’s, borrower’s, and disclosure counsel for economic development bonds, general and special obligation bonds and notes, industrial development revenue bonds, and infrastructure improvement bonds. He has been named to the Best Lawyers® list in Public Finance Law and is AV® Preeminent Rated by Martindale-Hubbell.

Representative municipal finance transactions include the following:

  • Underwriter’s Counsel to numerous Cleveland-Cuyahoga County Port Authority Development Revenue Bonds, Variable Rate Refunding Revenue Bonds, and Special Assessment/Tax Increment Revenue Bonds.
  • Issuer’s Counsel to the City of Warrensville Heights, Ohio with respect to numerous Various Purpose Note refunding issuances.
  • Co-Bond Counsel to City of Cincinnati in Unlimited Tax Various Purpose General Obligation Bonds and Water System Revenue Bonds of $165 million.
  • Bond Counsel and Co-Bond Counsel to the District of Columbia Housing Finance Agency in numerous FHA-Insured Multi-Family Housing Revenue Bond transactions aggregating $51 million.
  • Co-Bond Counsel to the District of Columbia in $11 million Tax Increment Financing Notes.
  • Co-Underwriter’s Counsel in Maryland Community Development Administration Single Family Program Bonds to refund prior Series of Bonds and Finance Mortgage Loans aggregating $88 million.

As former Law Director for the City of Warrensville Heights, Ohio, Mr. Coaxum spent years facilitating infrastructure improvement projects, drafting legislation, and advising municipal officers and safety forces. While serving as principal outside counsel to the Greater Cleveland Regional Transit Authority, he assisted in the acquisition and financing of Tower City Center Station as well as in the development in its East and West Approaches to the Station. He has also served as general counsel to a national bank and as primary regulatory counsel to a major savings and loan association.

Mr. Coaxum’s professional associations include the Judicial Conference of the Eighth Judicial District - Life Member; National Association of Bond Lawyers; American Bar Association; Ohio State Bar Association; and Cleveland Metropolitan Bar Association. His civic involvement includes the American Automobile Association (Former Corporate Secretary, Former Board Member); Automobile Club of Southern California (Board of Directors); AAA East Central (Governing Board); Williams College (Society of Alumni, Past President); Cuyahoga County Board of Elections (Former Member); Greater Cleveland Roundtable (Former Trustee); Karamu House (Past President, Former Board of Trustees); and Leadership Cleveland (Inaugural Class of 1978).

Mr. Coaxum earned his J.D. from Boston University School of Law and his B.A. from Williams College. He is admitted to practice in Ohio, the U.S. Court of Appeals Sixth Circuit, and the U.S. District Court for the Northern District of Ohio.
