Debra L. Miller

Biography

Debra L. Miller has more than 25 years of hands on and management experience in accounting and business tax research, planning, and compliance. Her experience also includes financial and tax reporting, budgeting, treasury administration, retirement plan administration, transaction structuring, purchase accounting, and process improvement. Ms. Miller has served as Director of Tax Accounting Services with a “Big Four” accounting firm and acted as Senior Manager of Product Design & Logic for a “Big Four” tax software venture. She was also Tax Director/Assistant Vice President-Treasury for Telerate, Inc., a financial industry information service provider (now known as Dow Jones Telerate).

Prior to joining Gonzalez Saggio & Harlan, Ms. Miller provided a variety of consulting services, including coaching mid-size businesses (from $5-$25 million in revenue) on accounting procedural improvements; headed a multi-year project to research and correct deficiencies in accounting and tax reporting for a publicly traded manufacturing company; and performed in-house income tax functions for a publicly traded wholesale business and a private mid-size service firm. She has researched current U.S. tax hedge and straddle law for multiple financial instruments, drafted appropriate election language for use on trade tickets, identified opportunities for incorporating controls and procedures for reducing tax risks as part of a multi-year project team charged with migrating derivative trade recordkeeping to new software. Ms. Miller has also assembled data and set up processes for implementation of FAS123R Reporting for Equity Based Compensation.

Further experience includes managing centralized treasury and tax departments covering subsidiary operations in 30 countries, distributor/joint venture relationships in 10 countries, and taxable presence in all 50 states. Ms. Miller has structured acquisitions/dispositions and tax efficient cash investment policies, and she has managed delivery of recurring and specialty tax services to public and privately held corporate and partnership clients.

Ms. Miller earned her J.D. and LL.M. in Taxation at the New York University School of Law. She earned a B.A. in Mathematics and History, magna cum laude, Phi Beta Kappa, from Marquette University. She is a member of the New York State Bar and licensed as a Certified Public Accountant in New York. (Licensed to Practice in New York Only).
