Biography

Eduardo A. Rodriguez is a seasoned attorney with substantial legal experience, as well as unique business acumen. He is experienced with numerous legal areas, including utility regulation and operations, mergers and acquisitions, risk management, corporate compliance, governance, claims litigation, and employment issues. In addition to his legal experience, Mr. Rodriguez’s senior management positions have included responsibility for strategic planning, corporate governance, regulatory compliance, and public policy issues.

In his institutional and private practice of law he has dealt with various complex legal matters and issues among which was the resolution of the Chapter 11 Bankruptcy proceeding of El Paso Electric Company (1992-1996); utility regulatory matters in New Mexico and Texas as well as at the FERC. Additional work has included environmental defense on PCB recovery clean up matters involving the electric utility; general compliance programs; rate litigation; employment severance issues at the executive management level; public company disclosures; negotiation of cross border electric service contracts between the U.S. and Mexico; merger and acquisition processes and negotiations; as well as complex contract negotiation and enforcement matters and general litigation of claims and commercial disputes.

Most recently, Mr. Rodriguez serves as president of Strategic Communications Consulting Group and previously served as executive vice president and as a member of the board of directors of Hunt Building Corporation, a privately held company engaged in construction and real estate development headquartered in El Paso, Texas. Prior to his three years with Hunt Building Corporation, Mr. Rodriguez spent 20 years in the electric utility industry at El Paso Electric Company, a publicly traded, investor-owned utility (EE-NYSE), where he served in various senior-level executive positions, including general counsel, senior vice president for customer and corporate services, executive vice president, and as chief operating officer.

Mr. Rodriguez is a member of the Board of Directors of ONEOK, Inc. (OKE-NYSE) a diversified natural gas/natural gas liquids Energy Company located in Tulsa, Oklahoma. Mr. Rodriguez has been actively involved in the non-profit sector in both outreach and thought leadership capacities serving on non-profit boards, and in a number of instances, in the capacity of Chairman of the board. The nature of the service has included commercial and economic development; workforce considerations; environmental policy; government and education policy considerations. He has organized and facilitated various public policy initiatives focused on the regional economy.

Mr. Rodriguez is an accomplished topical author and speaker. He has presented at the annual meeting of the State Bar of Texas’ Corporate Counsel Section on the Applicability of Sarbanes-Oxley to a privately held company. He also prepared a monograph used by Hunt Building Corporation on the history of water and water allocation in the El Paso County, Texas river and groundwater watershed to persuade the business community on the need to develop a competitive water market.

Currently, Mr. Rodriguez’ non-profit board service includes Project ARRIBA, an El Paso based workforce and education development program; Kids Excel!; The Regional Economic Development Foundation Board. He is a member of The Paso Del Norte Group and the CommunityenAccion organizations in El Paso, Texas. He formerly served as Chairman of Avance, Inc., an early childhood development program, headquartered in San Antonio, Texas with an El Paso Chapter.

Mr. Rodriguez earned his J.D. at St. Mary’s University School of Law and a B.A. in Political Science, with high honors, at Texas Tech University. He is admitted to practice in Texas, New Mexico, and the U.S. District Court for the Western District of Texas. He is a member of the American and El Paso Bar Associations. Mr. Rodriguez is fluent in Spanish.
