Floyd R. Self has a diverse practice, including telecommunications; natural gas and electric; administrative law; appeals; construction litigation; local governments; water, wastewater, and irrigation/reuse water systems; regulated industries; technology; and purchasing and contracts. Mr. Self’s practice also includes civil litigation, appeals, complex administrative hearings, professional licenses, government acquisition and purchasing, contracts, anti-trust and anticompetitive conduct, business defense, lobbying, and land use.
Mr. Self’s clients have included natural gas local distribution entities, competitive telecommunications companies, natural gas pipeline transportation and suppliers, cable television providers, commercial mobile radio service providers, electric utilities, water and wastewater utilities, technology companies, licensees, government contractors, individual customers, real estate developers, business user groups, equipment and technology providers, county governments and special governmental entities, and industry associations.
He has handled state public utility commission matters throughout the southern and eastern United States in the areas of energy, communications, water, wastewater, and irrigation. Mr. Self has handled all aspects of state utility industry matters, including rate setting, contract negotiation and disputes, certificates of need, interconnection, certification and registration, tariffs, pipeline, pole attachments, declaratory statements, show cause, performance measures and standards, anticompetitive conduct claims, and related regulatory matters. In Florida, Mr. Self represents clients before the Public Service Commission, Florida Supreme Court, the Division of Administrative Hearings, state regulatory boards and authorities, local government agencies and special districts, Office of the Public Counsel, and the Attorney General. Outside Florida, his practice is focused on representation before state public utility commissions.
Mr. Self enjoys an AV® Preeminent ™ Martindale-Hubbell Rating. He was named a “Florida Legal Elite” by Florida Trend Magazine in 2009, an honor bestowed to attorneys held in highest regard by their peers. Mr. Self is a member of the Energy Bar Association, Federal Communications Bar Association, The Florida Bar (Public Utilities Law Committee, Administrative and Regulatory Law Section, and Practice Management and Development Section), and the American Bar Association (Administrative Law and Regulatory Practice Section; Public Utility, Communications and Transportation Law Section; Law Practice Management Section; and Forum on Communications Law).
Not only is Mr. Self active in professional associations, he has extensive community leadership involvement. He is a member of Leadership Tallahassee Class 20 (2002-2003), and he has served as the Board of Governors Chair (2010-2011), Board of Governors member (2005-2012), Youth Leadership Tallahassee Class 2 Curriculum Chair (2005-2006), and Leadership Tallahassee Class 24 Curriculum Chair (2006-2007). Additional community activities include service as a Community Catalyst with the Knight Creative Communities Institute (2010-2011); a Scout leader with the Boy Scouts of America (Eagle Scout, Suwannee River Area Council Executive Board, Troop Scoutmaster, Council National Jamboree Scoutmaster (2005), Philmont Crew Leader (2002, 2004, 2007, 2012), Southern Region Training Staff, and Silver Beaver recipient for outstanding service to Scouting (2006); a Board Member with the Challenger Learning Center; a Board Member for the Greater Tallahassee Area Chamber of Commerce (2009-2010); a Community Representative for Construction Manager selection, Leon County School Board; and a School Volunteer. He is a frequent speaker and facilitator for leadership and team building programs.
Mr. Self earned his J.D., with honors, at Florida State University, attended the University of Virginia’s graduate school program in legal history, and received a B.S., cum laude, from Florida State University. He is admitted to the Florida Bar, the U.S. District Court for the Northern and Middle Districts of Florida, and the U.S. Court of Appeals, Eleventh Circuit. Mr. Self is a Board Certified State and Federal Government and Administrative Practice Lawyer by the Florida Bar (2008-present).
