Biography

William L. Parker Commercial Law Group Co-Chair, practices in the areas of state and federal environmental law and litigation, administrative law and litigation, and commercial and complex litigation. Currently, Mr. Parker is lead defense counsel for a 250+ acre CERCLA site once considered among the top 5 most contaminated sites in the nation on the National Priority List that abuts an eastern Massachusetts river where he advises a major party PRP on all aspects of the federal litigation, site remediation and redevelopment. He regularly works with the client and its site experts, as well as federal and state agency representatives to coordinate and advocate both legal and technical issues. Mr. Parker has advised on Brownfields property development on this site and other CERCLA sites, including the development of zero net energy homes.

For a large national rail passenger entity Mr. Parker has advised on the development of an inter-modal rail station at a CERCLA site, and related wetlands and waterways issues. For a large international manufacturing company Mr. Parker regularly advises on the status of and developments related to private party direct and contribution actions under CERCLA relative to risk allocation for environmental liabilities. In addition, as lead counsel he has successfully resolved inter-party and federal and state claims of natural resource damage.

Mr. Parker has represented and advised international chemicals, petroleum, industrial and manufacturing companies on Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Toxic Substances Control Act, Safe Drinking Water Act, Emergency Planning and Community Right to Know Act, National Environmental Policy Act and Comprehensive Environmental Response, Compensation, and Liability Act litigation and administrative actions and their state corollaries in Massachusetts, New Hampshire, Rhode Island, Connecticut, Pennsylvania, Georgia, North Carolina and South Carolina, often representing multiple PRPs or PRP groups.

Mr. Parker has represented a number of clients performing environmental due diligence in connection with mergers and acquisitions. In addition, he represents private commercial clients in complex civil litigation and advising, involving, contract and warranty, disposition and use of dredged fill material, waterways permitting and appeals, MEPA and Chapter 91 litigation, minority partner freezeouts, breach of broker fiduciary duty.

Prior to entering private practice, Mr. Parker was an Assistant United States Attorney in Massachusetts where he represented the United States in over one hundred cases, including cases involving the Clean Air Act and the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) and its Massachusetts counterpart, Chapter 21E.

He also worked as an Assistant Regional Counsel in the Hazardous Waste Management Section of the United States Environmental Protection Agency. Mr. Parker represented the Agency in numerous enforcement cases under the Resource Conservation and Recovery Act, the Toxic Substances Control Act, the Emergency Planning and Community Right to Know Act and the Medical Waste Tracking Act. He began his career as a consultant in the Environmental, Health, and Safety practices of Arthur D. Little, Inc.

Mr. Parker has taught as an Adjunct Professor of Environmental Litigation at Suffolk University Law School in Boston. In addition, he has lectured on environmental law and litigation before the Defense Research Institute, the Corporate Counsel Institute, the National Bar Association, and the Massachusetts Bar Association.

His bar memberships include the American Bar Association (Environmental Enforcement and Crimes Committee, SEER Technology Vice Chair, 2008-2009, Year in Review Vice Chair, 2009-2010), Massachusetts Bar Association, and National Bar Association. Mr. Parker is also a member of the Frank J. Murray Inn of Court, the Massachusetts Black Lawyers Association; Board of Trustees, Boston Architectural College (2008-present). He was selected for inclusion in Massachusetts Super Lawyers® in 2006, 2008, and 2010-2012.

Mr. Parker’s reported cases and significant arbitrations include: Daniel J. Quirk, Inc. v. Quarry Hills Associates, McCourt Construction Corporation and the City of Quincy; White et al. v. J&B Power Equipment Co. Inc. et al.; Robert R. Heller v. Merrill Lynch, Pierce, Fenner & Smith, Inc. and Manly K. Church; and Jeffrey and Linda King v. Merrill Lynch, Pierce, Fenner & Smith, Inc.

Mr. Parker earned his J.D. at the University of New York at Buffalo Law School; a M.A.L.D. at Tufts University, The Fletcher School of Law and Diplomacy; a M.S. at HULT International Business School (f/k/a Arthur D. Little School of Management), and a B.A. from Amherst College. Mr. Parker is admitted to practice in Massachusetts, U.S. District Court for the District of Massachusetts, U.S. Court of Appeals First Circuit, and the U.S. Supreme Court.
