Biography
Dave Meisinger’s practice generally includes the regulatory and transactional areas of the utility industry, which has meant counseling clients as diverse as the parents and various utility and nonutility subsidiaries of Fortune 500 utility holding company systems, large industrial concerns, private equity firms, large and mid-size regulated and unregulated utilities, independent power producers, power and gas marketers, renewable energy developers, and municipal water and wastewater utilities.
Mr. Meisinger regularly partners with these and other types of clients on a variety of matters ranging from all aspects of Wisconsin utility law; representation before the Public Service Commission of Wisconsin, including administrative hearings and appeals; strategic advice relating to M&A and other transactions throughout the United States; negotiating and obtaining approvals for transactions which relate to the state and federal energy and utility industries; organizing and managing significant teams of lawyers and non-lawyers in all elements of complex transactions under demanding time constraints; developing approaches for obtaining state or federal regulatory approvals and/or for obtaining quick or novel relief under critical path circumstances; working with regulatory staff to determine how best to achieve a client’s needs within existing constraints and time lines; and various other administrative, transactional and litigation matters in several regulated and unregulated sectors in Wisconsin and throughout the country.
Mr. Meisinger’s work in these sectors has included drafting, negotiating and obtaining approvals for contracts such as affiliated interest agreements, retail and wholesale PPAs, interconnection agreements, agreements for reimbursement and work associated with facility relocations, asset sale agreements (small and large transactions), M&A agreements, transition service agreements, and others.
Mr. Meisinger joined GSH’s Milwaukee office as a partner after ten years in Foley & Lardner LLP’s utility industry and energy regulatory practice in Milwaukee. Before that, he also practiced in Boston, Massachusetts and in western Colorado.
Mr. Meisinger earned his J.D. from the University of Wisconsin Law School in 1997, graduating cum laude and Order of the Coif. He also received a B.A. in Economics, with a minor in Philosophy, cum laude, from the University of Minnesota. Mr. Meisinger is admitted to practice in Wisconsin.
