Biography
Emmitt C. House received a B.A. from Carleton College and received a J.D. from Northwestern University School of Law where he was a Watson Fellow. Mr. House has extensive experience counseling clients in all areas of corporate and commercial law with an emphasis on the energy industry. He has represented utilities, pipelines, natural gas and electric power marketers, power producers, oil companies, and coal companies in many commercial matters, as well as before the Federal Energy Regulatory Commission and various state regulatory bodies and federal and state courts. He has provided advice and documentation for a broad range of transactional and corporate matters relating to energy clients.
Mr. House’s principal areas of practice consist of energy transactions, state and federal utility law and energy regulation and administrative law and litigation. He counsels clients on the purchase, sale, transportation, and transmission of natural gas and electricity, the wholesale and retail aspects of energy enterprises, energy business ventures, preparation and prosecution of applications, filings and comments in state and federal administrative proceedings, and prosecution of related appellate litigation.
Mr. House has aided in the shaping of federal and state energy policies through active participation in proceedings over the past two decades where those policies were articulated and developed. He has been particularly active in assisting clients in the challenging transition from a regulatory framework to more open free market competition. He has assisted clients in developing appropriate and novel business initiatives to operate effectively in the new pro-competitive energy environments.
He has provided advice and documentation for a broad range of transactional and corporate matters relating to energy clients. Mr. House has negotiated complex bilateral and multilateral contracts, partnership and commercial service agreements, multistate commercial retail contracts, acquisition/divestiture agreements, closing documents, and has led due diligence teams.
Mr. House has practiced law in Chicago for many years, serving as counsel to various energy conglomerates and utilities. He is admitted to practice in Illinois, as well as the U.S. Court of Appeals for the D.C., Fifth, Seventh, Eighth, Tenth, and Eleventh Circuits. Mr. House is a former Director of Williams Pipeline Partners, L.P.
