Biography

William P. Scott is both an attorney and licensed professional geologist. Mr. Scott received his B.A., M.S., and J.D. degrees from the University of Wisconsin-Madison. He has concentrated his legal practice on environmental and natural resources law, as applied to industrial compliance, mergers and acquisitions, project siting and permitting, and real estate development since 1988. Prior to law school, Mr. Scott’s experience included seven years as a geologist with an interdisciplinary team of scientists at the Wisconsin Geological and Natural History Survey. During law school, he was law clerk to the Wisconsin Public Intervenor and also the Environmental Protection Unit of the Wisconsin Department of Justice.

Mr. Scott represents corporations and government clients on matters involving regulatory permitting and compliance, exemptions and variances, environmental impact analysis, soil and groundwater remediation, transactional due diligence, liability allocation, the transfer and development of contaminated real estate, mining and water law. He frequently assists clients to obtain and use appropriate Phase I and Phase II Environmental Site Assessment reports.

Mr. Scott has successfully advised and performed environmental compliance audits for various companies in several states with industrial facilities that manufacture tractors, transmissions, light vehicles, pulp and paper, petroleum-based lubricants, and wooden fixtures. These sites included foundry operations, machining, welding, spray finish and powder coating operations, air treatment, wastewater treatment, hazardous waste generation, on-site solid waste disposal, and bulk-fuel storage. Mr. Scott managed the environmental due diligence for an attempted hostile takeover of a natural gas transportation, storage, gathering, processing and distribution company that eventually sold to another bidder for approximately $10 billion.

Mr. Scott has also negotiated complex regulatory compliance agreements, served as environmental counsel to Bankruptcy Trustees, and lobbied the Wisconsin Legislature and Department of Natural Resources on administrative rulemaking and environmental issues. His experience gained by years of practice before administrative agencies helps to obtain permits and resolve alleged violations for his clients.

Mr. Scott is admitted to practice in Wisconsin, as well as the U.S. District Court Eastern and Western Districts of Wisconsin. He is a member of the American Bar Association Section on Environment, Energy, and Resources; the State Bar of Wisconsin Section on Environment; and the Milwaukee Bar Association.
