Tiffany Chappell Ingram graduated from Hamilton College with a BA in Philosophy. She received a J.D. from the University of Wisconsin Law School. Ms. Ingram advises clients on various legal and policy issues relating to the regulation of the energy, telecommunications, water, and transportation industries. She also has experience in assisting clients on legislative and governmental affairs matters.
Ms. Ingram previously worked as the Chief Legal and Policy Advisor to the Chairman of the Illinois Commerce Commission. She focused on issues related to public utility companies, such as rate design matters, implementation of a new utility wide energy procurement program for Illinois, broker and marketing licensure regulations, and smart grid development and implementation. Ms. Ingram also handled numerous rate cases before the Commission involving novel rate design matters. In addition, Federal Energy Regulatory Commission and Regional Transmission Organization matters came under her purview.
Ms. Ingram was Legislative Counsel for the Mayor’s Office of Intergovernmental Affairs, where she was the City of Chicago representative before various committees of the Illinois General Assembly, including Environment & Energy, Electric Deregulation, Electric Oversight, and Transportation. While at the City, she also negotiated clean construction rules with the Illinois Environmental Protection Agency and advised the City on utility regulatory matters.
Ms. Ingram is a Board member of the Chicago Bar Association’s Committee on Energy and Telecommunications. Ms. Ingram is admitted to practice in Illinois. She is fluent in Spanish.
