William L. Parker
 

William L. Parker practices in the areas of state and federal environmental law and litigation, administrative law and litigation, and commercial and complex litigation. In addition to prior experience at other law firms, Mr. Parker served as Senior Associate to the Joint Defense Group of petroleum producers in Acushnet Company, et al. v. Amoco et al. and advised numerous clients on environmental issues. As an Assistant United States Attorney in the Criminal and Civil Litigation Divisions, he represented the United States in over one hundred cases, including cases involving the Clean Air Act and the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) and its Massachusetts counterpart, Chapter 21E.

As an Assistant Regional Counsel in the Hazardous Waste Management Section of the United States Environmental Protection Agency, Mr. Parker represented the Agency in numerous cases under the Resource Conservation and Recovery Act, the Toxic Substances Control Act, and the Emergency Planning and Community Right to Know Act. He has advised manufacturing and chemicals companies throughout North and South America and Europe as an environmental consultant in the Environmental, Health, and Safety practices of Arthur D. Little, Inc.

Currently, Mr. Parker is lead defense counsel for several sites, including representing major parties in connection with Superfund litigation, evaluating alternative remediation options, claims of natural resource damages, settlements and enforcement of mandated consent decree milestones; and, for a major energy producer at a proposed coastal LNG site, overseeing continuing permit compliance and remediation efforts at both federal and state levels.

Mr. Parker has taught as an Adjunct Professor of Environmental Litigation at Suffolk University Law School in Boston. In addition, he has lectured on environmental law and litigation before the Defense Research Institute, Corporate Counsel Institute, National Bar Association, and the Massachusetts Bar Association. His bar memberships include the American Bar Association (Environmental Enforcement and Crimes Committee, SEER Technology Vice Chair, 2008-2009, Year in Review Vice Chair, 2009-2010), Massachusetts Bar Association, and National Bar Association. Mr. Parker is also a member of the Massachusetts Black Lawyers Association (Board of Directors, 1994; Treasurer, 1995); Board Member of Freedom House; and Secretary, Board of Trustees, Boston Architectural College (2008 - present).

Mr. Parker’s reported cases include Daniel J. Quirk, Inc. v. Quarry Hills Associates, McCourt Construction Corporation and the City of Quincy; White et al. v. J&B Power Equipment Co. Inc. et al.; Robert R. Heller v. Merrill Lynch, Pierce, Fenner & Smith, Inc. and Manly K. Church; and Jeffrey and Linda King v. Merrill Lynch, Pierce, Fenner & Smith, Inc.

Mr. Parker earned his J.D. at the University of New York at Buffalo Law School; M.A.L.D. at Tufts University, The Fletcher School of Law and Diplomacy; M.S. at HULT International Business School (f/k/a Arthur D. Little School of Management), and a B.A. from Amherst College. Mr. Parker is admitted to practice in Massachusetts, U.S. District Court for the District of Massachusetts, U.S. Court of Appeals First Circuit, and the U.S. Supreme Court.
